I need some devices to control automatic shut off valves in a highrise condo. There are 40 valves on the 39th floor in six different condo units. A switch is needed to close the valves in pairs when a leak is reported. There are also 20 valves on the 10th floor that must activate with the associated pair on the 39th floor.

The condo units are occupied and have hard ceilings, I'm thinking that a powerline carrier could be used. The 39th floor has a single 480vac to 110/220 tranformer feeding indivdual 200amp distribution panels in each unit. The valves on the 10th floor are feed from a completly different transformer.

I want to put something like a house controller that sends a command to the associated valves when the button is pressed. I know this is not a normal application for powerline carrier but with the limited access in the condos, I need to try something.
